enable CDS to provide its services to Pennsylvania state agencies,
we were required to meet the requirements under the Invitation to Qualify
(ITQ) Services categories in July of 2000. During this open
enrollment, the state |

requested 3 detailed client references,
for which our clients had to submit on our behalf, as well as much
detailed descriptions about our products, services, and experience.
CDS was awarded the right to do business with the Commonwealth on
